820 million in five years! Air conditioning and fresh air system installed in 905 public primary and secondary schools in Wenzhou

As summer approaches and the college entrance examination is approaching, a five-year "warm classroom" renovation project has recently been launched to make the learning environment more comfortable for children. The reporter learned from the Municipal Finance Bureau on June 2 that in the next five years, our city plans to invest 820 million yuan to install air conditioning and fresh air systems for 905 public primary and secondary schools in the city. Among them, 211 million yuan will be invested in 2021 to install air conditioning and fresh air system for more than 5000 public primary and secondary school classrooms, and priority will be given to the transformation of the examination rooms for senior high school entrance examination and college entrance examination.
Installing air-conditioning in primary and secondary school classrooms has always been the appeal of many students and parents, and also a topic of concern for deputies to the Municipal People's Congress and CPPCC members. The Wenzhou Municipal Committee of DPP also specially submitted a proposal on the installation of air conditioning in public primary and secondary schools in our city. In this year's "two sessions" of Wenzhou, "starting the" warm classroom "project" was included in the top ten livelihood practical projects of Wenzhou municipal government in 2021 and ten practical things of Wenzhou education in 2021.
In response to the voice of all walks of life, our city launched a special research on the transformation of "warm classroom" in July last year, and organized special classes to carry out a series of work, such as investigation, demonstration and analysis, investigation, expert consultation, Department docking, etc. According to the preliminary survey, there are 23522 classrooms in 905 public primary and secondary schools in our city, of which 3522 are equipped with air conditioning. Most of the funds are raised by parents themselves, and the proportion of installing air conditioning is about 14%. No fresh air system is installed in all classrooms.
Due to the large number of classrooms involved in the installation, in order to carry out the bidding work of this project more scientifically, fairly and justly, and improve the bidding link, the special working class conducted on-the-spot investigation on the manufacturers, so as to obtain more rigorous and scientific technical parameters and procurement requirements. On May 19, our city specially issued the "consultation announcement on the procurement demand of fresh air system for the 2021" warm classroom "project in schools directly under Wenzhou Education Bureau on the Zhejiang provincial government procurement website and the official website of Wenzhou Education Bureau, inviting all sectors of the society to put forward opinions on the procurement of fresh air system.
According to the relevant person in charge of the Municipal Finance Bureau, the "warm classroom" project will be promoted in accordance with the installation plan of "installing fresh air system for public primary and secondary school classrooms with air conditioning, and installing air conditioning and fresh air system for classrooms without air conditioning", and the air conditioning and fresh air system will be included in the total investment of the municipal new school project, To ensure that the air conditioning and fresh air system of new public primary and secondary school classrooms are in place in the future. The funds for the installation of schools at the municipal level shall be allocated by the Municipal Finance Bureau, and the funds for the installation of schools at the county (city, district) level shall be allocated by the financial departments of each county (city, district). At the same time, the financial department will adjust and optimize the expenditure structure of education funds to ensure the increased daily maintenance and electricity expenses after the installation.
